Is Mexico racist?

First, Mexico President Vicente Fox said that Mexican workers do the jobs not even blacks will do. Now, the Mexican government has released a series of stamps criticized by some African Americans as insulting to people around the world.

What do you think? Is this controversial? Should people just lighten up?
